聯合國難民組織特使、好萊塢女星安潔莉娜裘莉（Angelina Jolie）8日警告，中東遜尼派恐怖組織「伊斯蘭國」（IS）把性侵視為戰爭武器，且規模史無前例。她呼籲全球應該祭出強勢行動打擊這些罪犯。

對抗最挑釁恐怖組織

曾拿過奧斯卡最佳女配角獎的裘莉，自2001年起投身國際人道救助與慈善活動，向來致力倡議反戰爭性暴力。她在英國國會上議院新成立的「戰爭性暴力委員會」首場聽證會中強調，IS在敘利亞和伊拉克把性侵當成一種「政策」，「當今世上最挑釁的恐怖組織…以（強暴）為其威嚇、摧毀社區和家庭的重要手段。」

她表示，IS強暴政策的規模「遠遠超出我們過去所見」。裘莉說，IS告訴聖戰士「你們應該這麼做，這是建立社會的方式，我們要你們去強暴（女性）。」她強調，「此時此刻，我們真的必須對這個組織強勢因應」、「這不是性，這是暴烈、殘酷的恐怖武器。」

籲全球強勢行動回應

裘莉2012年與前英國外相海格聯手推動防範戰爭性暴力倡議，並在2013年共同發起《終結武裝衝突中性暴力承諾宣言》，承諾懲罰性暴力罪犯、提倡追究責任，為性暴力受害人伸張正義，並保障其安全，迄今已逾155國簽署。去年6月，裘莉和海格也主持遏止衝突地區性暴力行為的首次全球高峰會。

女孩受辱 還被賤賣

英國廣播公司(BBC)報導，儘管英國國會上議院成員的平均年齡超過70歲，但裘莉在約1小時的聽證中，自信滿滿、侃侃而談，深具說服力。

裘莉提起自己和伊拉克13歲少女性奴見面的經過，女孩和朋友多次遭IS聖戰士玷辱，被人以40美元（約台幣1310元）賤售。

裘莉回憶，「女孩們告訴我，和肉體上承受的暴力相較，更慘的是，她們得眼睜睜地看著朋友被賣掉，還聽到她們的身價。」「她們值多少錢？40還是50美元？她不知道自己究竟有多少價值。」

海格卸任防長後回任國會議員，他出席聽證時痛批強暴政策「丟光所有男人的臉」，但他認為要對抗並戰勝這個重大問題「仍有其可能性」。
